Since the 2015 Policy Address, the Hong Kong Government showed its commitment to develop Hong Kong into a smart city by using innovation and technology to improve city management and people’s livelihood, and Kowloon East is being used as a smart city pilot area.
Several Proof of Concept (PoC) trials are to be conducted in Kowloon East to understand the feasibility of wider application and demonstrate the social benefits during the study period. The first one is the Smart Crowd Management System, aiming to improve the efficiency of crowd management and identify abnormal conditions and key bottlenecks. It was deployed at Streetathon@Kowloon East 2017 on 8 January 2017, an event with more than 15,000 participants.

The Smart City Project aims to improve the efficiency of crowd management during peak flow and key bottlenecks.
CCTV surveillance cameras with AI video analytics tool are used to detect crowd flow automatically.
The smart crowd management system also helps the organiser to identify abnormal conditions.
